Texas has issued 51,993 CDLs to non-domiciled drivers since 2015. The move, effective this Monday, is in response to the Trump administration's emergency rule barring non-citizens who aren't permanent U.S. residents from receiving a CDL unless they have an employment-based visa. A June audit by the Federal Motor Carrier Safety Administration (FMCSA) identified "a catastrophic pattern of states issuing licenses illegally to foreign drivers." Texas was one of six states where "weak oversight, insufficient training, and programming errors" contributed to "licensing patterns not consistent with federal regulations." DPS troopers have issued hundreds of citations to truckers who are unable to communicate in English, following Gov. Greg Abbott's call for "zero-tolerance enforcement of federal safety regulations" earlier this year. | 28 Lone Star Blue Ribbon Schools Recognized Gov. Greg Abbott announced the first-ever recipients of the Lone Star Blue Ribbon School award on Monday, following the U.S. Department of Education's recent discontinuation of the similarly named national program. Twenty-six public schools and two private schools received the designation for "outstanding academic performance and progress in closing achievement gaps." A statement from Abbott's office said delegating the program to the states "ensures that decisions about honoring excellence in Texas education are made by those who know Texas schools best." Eight of the schools are located in the Houston area, five are in the Dallas-Fort Worth area, and five are in the Rio Grande Valley. Three Laredo schools were recognized, along with two in the Tyler area. Schools in George West ISD, Hunt ISD, Mumford ISD, Palo Pinto ISD, and Tidehaven ISD were also honored. "Texas is on the pathway to become No. 1 in educating our children," Abbott said. | Bruce Bochy Won't Coach Rangers Next Year The Texas Rangers and manager Bruce Bochy have decided by "mutual agreement" that he will not coach the team next year after the 81-81 Rangers missed the playoffs for the second year in a row. Bochy, 70, hadn't coached in three years when he was recruited by general manager Chris Young in 2022, but he had won three World Series titles with the San Francisco Giants since 2010—when they defeated the Rangers in their first-ever appearance in the Fall Classic. Bochy delivered the Rangers' first championship in 2023, when the revamped squad won each of their 11 postseason road games as an overlooked wild card team. That success was followed by a losing record in 2024 and significant offensive struggles this season. During a Monday press conference, Young praised Bochy as "a legend in Texas Rangers history" who "brought instant credibility, wisdom, and legitimacy to a team looking to emerge from a rebuild."
